DP is proud to offer two locally funded programs to support individuals with I/DD and families with accessing a variety of supports across the community. Local funding is comprised of Mill Levy funding from Arapahoe County, Douglas County as well as endowment funds, grants, donations, and other sources.

Unmet / Under-met Needs

Individuals with developmental disabilities or delays often have increased living costs due to expenses to support their day-to-day needs. From extra medical interventions to therapies to home and vehicle adaptations to assistive technology supports—these additional costs can burden individuals and families. Unmet Needs funding is a way to access local funds from Developmental Pathways.

Other important notes: Unmet Needs funding is never guaranteed; prior approval is preferred; Unmet Needs is considered the payer of last resort-please exhaust all other funding options.

  • Getting help connecting to the I/DD system (testing, pre-enrollment supports, etc.)
  • Supporting greater independence and/or integration in the home or the community
  • Health, safety, and medical needs not otherwise met
  • Helping to avoid out-of-home and/or institutional placements
  • Professional services to address health, safety, medical, or behavior needs not otherwise met
  • Supervision and respite to ensure health, safety, and placement stability
  • Stability payments to help with the home environment, such as limited funds to assist with rent/mortgage, utilities, and internet (availability of this funding can be limited at times; to be reviewed before requesting)

How to Access Funding (Unmet Needs Funding Roadmap)

*To access funding, you need to be living in Developmental Pathways' catchment area (service area)

Step 1:

An unmet or under-met need is identified by the family, individual, case manager/coordinator (CM), or team

Step 2:

The family or individual connects with their CM to request Unmet Needs funding

Step 3:

The CM gathers the following details for the request:

  • Type of service to request
  • Service/item needed must fall within our current fiscal year (July 1- June 30)
  • Amount to request
  • Identify if the payment will be a reimbursement or payment to the providerFor Provider Payments: Name and address of the provider, W-9, and EFT
  • Reason for service/request
  • How service will help
  • Reason alternative funding sources are not options, including insurance, Medicaid, private funds, etc.

Note: May need a letter of recommendation or supporting documents from a professional.

Step 4:

CM submits an Unmet Needs request. Requests are reviewed weekly or within 1-2 days if marked urgent/emergency

Step 5:

The CM notifies the family, person in services, and team of the status of the Unmet Needs request, which will include payment process instructions

Step 6:

The CM or provider, sends documentation to DP’s Unmet Needs Admin at unmetneeds@dpcolo.org

Step 7:

Once a request is approved and all documentation has been provided, funds will be received within 30 days.

  • One service or purchase: can reimburse with a copy of the receipt or pay the provider directly with an invoice for past or current services.
  • Ongoing service: can pay the provider directly with invoices submitted monthly.
    • New vendors will submit copy of W-9 and EFT forms for payment

If connected to another case management agency and living in DP’s catchment area:

We need to connect with your current Case Manager to get the information needed to complete these funding requests. Please use this form to start the process.

If not connected to DP or any agency yet but in DP’s catchment area:

1. Go through the intake process first for un-met needs
If you have not had an I/DD or delay determination, you will need to go through the intake process first for un-met needs, with the singular exception being those expenses that will help them with accessing the system (such as adaptive or IQ testing).

Scholarships​

Scholarships are a way to connect individuals with I/DD directly to community providers for identified services. DP builds relationships with providers who serve multiple individuals and creates a process for direct billing that allows DP families to participate in the service at no cost or a significantly reduced rate.
